Paraphrase Telegram from the Governor of Hong Kong to the Secretary of State for the Colonies.
Dated 17th July.
(Received Colonial Office 2.36 p.m. 17th July, 1925).

Further large quantities
are being imported. Numbers of Hong Kong strikers are
being amed and drilled by Russians. It is not possible
to ignore the possibility of Hong Kong being attacked and
I am unable to regard without disquietude the depletion of
the garrison of Hong Kong as a result of sending troops
to Shameen, I would urge that the needs of Shameen
should be provided for in some other way as soon as
possible.
